The below-named complaining witness being first duly sworn states the following: Count 1: SECOND DEGREE RECKLESSLY ENDANGERING SAFETY

The above-named defendant on or about Saturday, April 4, 2026, in the City of Madison, Dane County, Wisconsin, did recklessly endanger the safety of TM, contrary to sec. 941.30(2), 939.50(3)(g) Wis. Stats., a Class G Felony, and upon conviction may be fined not more than Twenty Five Thousand Dollars ($25,000), or imprisoned not more than ten (10) years, or both.

Count 2: TAMPERING WITH HOUSEHOLD PRODUCTS

The above-named defendant on or about Saturday, April 4, 2026, in the City of Madison, Dane County, Wisconsin, did intentionally tamper with a household product so as to taint said product with the intent to kill, injure or otherwise endanger the health or the business of another, and created a high probability of great bodily harm to another, contrary to sec. 941.327(2)(a)1 and (b)2, 939.50(3)(h) Wis. Stats., a Class H Felony, and upon conviction may be fined not more than Ten Thousand Dollars ($10,000), or imprisoned not more than six (6) years, or both.

FACTS:

Your complainant is a Court Officer with the UW-Madison Police Department and for this complaint is relying on the written police report(s) submitted by UW-Madison Police Officer(s) Brock Prough and Adrian Vera.

Officer Prough reports on April 6, 2026 at approximately 1:13 p.m., he was dispatched to the report of chemicals that had been discovered in a water bottle of an employee at the Influenza Research Institute (IRI), located in the 500 block of Science Dr, City of Madison, Dane County, Wisconsin.
