“In my eight years of being on the city Council and my 24 years of being a firefighter, this has to be the worst event that I’ve seen.” 5:59 a.m., dispatch was advised that approximately nine individuals resided at the location. The caller further stated that the suspect, identified as Shamar Elkins, had shot everyone inside the home. 6:07 a.m., a second call was received regarding a shooting in the 500 block of Harrison Street. The caller stated that her boyfriend had shot her, taking her three children and fled the scene.
