    Trump Offers Universities a Deal: Follow Demands, Get Special Treatment

    The Trump administration gave nine universities a set of terms to follow for better access to federal funds. At least one said it wanted to sign up, but some students wanted college officials to say no.

    “I don’t think it’s something that Penn should sign at all. I recognize the need for federal funding. Penn’s motto is “Laws without morals are useless.” And this would be a moment where we ask, “What’s more important, the money or the morals?” “It’s a coercion tactic without approval of the House or the Senate. I think it’s bypassing the system of checks and balances.”
