{"id":8663,"date":"2025-06-19T15:13:34","date_gmt":"2025-06-19T15:13:34","guid":{"rendered":"https:\/\/naijaglobalnews.org\/?p=8663"},"modified":"2025-06-19T15:13:34","modified_gmt":"2025-06-19T15:13:34","slug":"hmrc-has-lost-control-of-small-businesses-as-missing-tax-hits-40","status":"publish","type":"post","link":"https:\/\/naijaglobalnews.org\/?p=8663","title":{"rendered":"HMRC has \u2018lost control\u2019 of small businesses as missing tax hits 40%"},"content":{"rendered":"<p>\n<\/p>\n<p>Stay informed with free updates<\/p>\n<p class=\"article__content-sign-up-topic-description o3-type-body-base\"><span>Simply sign up to the UK tax myFT Digest &#8212; delivered directly to your inbox.<\/span><\/p>\n<p>Small businesses in the UK failed to pay 40 per cent of the corporation tax they owed in 2023-24, leading to claims that HM Revenue &amp; Customs has \u201clost control\u201d of the sector.\u00a0<\/p>\n<p>Although the overall \u201ctax gap\u201d between the amounts due and collected reduced in the year, the amount of corporation tax owed but not paid by smaller companies rose from \u00a312.3bn to \u00a314.7bn, figures published by HMRC on Thursday showed.\u00a0<\/p>\n<p>Of the \u00a336.7bn that HMRC estimated was owed by small businesses during the year, only \u00a322bn was collected \u2014 leaving 40.1 per cent missing. <\/p>\n<p>Small businesses \u2014 defined as companies with turnover below \u00a310mn and fewer than 20 employees \u2014 accounted for less than half of the UK\u2019s tax gap in 2019-20. That amount has now risen to 60 per cent for the year 2023-24.\u00a0<\/p>\n<p>\u201cHMRC has done an impressive job reducing the large company tax gap in the last 20 years,\u201d said Dan Neidle, founder of the Tax Policy Associates think-tank. \u201cBut they seem to have lost control of the small company tax gap.\u201d\u00a0<\/p>\n<p>The Federation of Small Businesses said that many companies found the tax system too complicated and HMRC unresponsive when they raised questions.<\/p>\n<p>\u201cHMRC needs to focus on answering its phones, reducing response times, and helping people navigate the tax system,\u201d said policy head Tina McKenzie.<\/p>\n<p>\u201cThis would improve the tax take and reduce the productivity hit from a non-responsive tax authority that many of the 99 per cent of businesses in the UK who are classed as \u2018small\u2019 currently struggle with.\u201d<\/p>\n<p>The total amount of tax due that was not collected in the year was \u00a346.8bn, a tax gap of 5.3 per cent \u2014 down from a revised figure of 5.6 per cent in 2022-23. In total, HMRC collected \u00a3829.2bn in taxes during 2023-24. <\/p>\n<p>While small businesses were the biggest group responsible for the tax gap, HMRC estimated wealthy people \u201cmade up the lowest proportion of the tax gap\u201d at 5 per cent in 2023-24.<\/p>\n<p>The finding drew criticisms from some, particularly as the National Audit Office recently warned the HMRC might be underestimating the tax gap from wealthy people. <\/p>\n<p>Caitlin Boswell, head of advocacy and policy at Tax Justice UK, a pressure group, said: \u201cEvidence suggests that the level of tax non-compliance among the super-rich is far higher than estimated, with eye-watering sums of hoarded wealth being held offshore and out of sight of HMRC.\u201d<\/p>\n<p>She added: \u201cThe real story here is that the UK\u2019s tax authority doesn\u2019t have the resources or backing it needs to tackle the tax gap which is likely far larger than what is published.\u201d<\/p>\n<p>Treasury minister James Murray said: \u201cEvery pound of tax uncollected puts a greater burden on honest taxpayers and deprives our public services of vital funding.\u201d<\/p>\n<p>He added that the government had set out plans to raise an extra \u00a37.5bn \u201cthrough the most ambitious ever package to close the tax gap\u2009.\u2009.\u2009.\u2009We are determined to go further and faster to make sure everyone pays their fair share.\u201d<\/p>\n<p>At the spending review, the government gave \u00a31.7bn to HMRC over the next four years to fund an additional 5,500 compliance and 2,400 debt management staff. <\/p>\n","protected":false},"excerpt":{"rendered":"<p>Stay informed with free updates Simply sign up to the UK tax myFT Digest &#8212; delivered directly to your inbox.
