{"id":51083,"date":"2026-07-12T22:40:56","date_gmt":"2026-07-12T22:40:56","guid":{"rendered":"https:\/\/naijaglobalnews.org\/?p=51083"},"modified":"2026-07-12T22:40:56","modified_gmt":"2026-07-12T22:40:56","slug":"scrapping-early-release-for-sex-offenders-could-leave-no-capacity-in-jails-says-david-lammy-prisons-and-probation","status":"publish","type":"post","link":"https:\/\/naijaglobalnews.org\/?p=51083","title":{"rendered":"Scrapping early release for sex offenders could leave no capacity in jails, says David Lammy | Prisons and probation"},"content":{"rendered":"<p>\n<\/p>\n<p class=\"dcr-1s160rg\">Opponents of plans to release rapists and sex offenders early from prison have \u201cno solutions\u201d to halt the criminal justice system\u2019s possible collapse, David Lammy has said.<\/p>\n<p class=\"dcr-1s160rg\">Under pressure from Labour MPs \u2013 including the former safeguarding minister Jess Phillips \u2013 to curb the early release scheme, the deputy prime minister said failing to implement it could leave no capacity across jails in England and Wales in November.<\/p>\n<p class=\"dcr-1s160rg\">Killers, rapists and sex offenders will be among more than 5,000 prisoners freed early from September. They include those convicted of manslaughter, rape, grievous bodily harm and sex offences, who will be eligible for release halfway through their sentences rather than serving the current minimum of two-thirds of their term.<\/p>\n<p class=\"dcr-1s160rg\">There has been growing disquiet from supporters of Andy Burnham about the policy. Several Labour MPs said they would push for the plans to be dropped if, as expected, the former Greater Manchester mayor becomes prime minister on 20 July.<\/p>\n<p class=\"dcr-1s160rg\">Lammy, who is also the lord chancellor and justice secretary, said the government must press ahead with the scheme because of an impending capacity crisis across the prison state that could leave jails nearly full within six months.<\/p>\n<p class=\"dcr-1s160rg\"><strong>\u201c<\/strong>We would get back to a situation where we were running, at 99, nearly 100% [capacity],\u201d he said. \u201cI was with a father whose daughter had been horribly groomed in my constituency just a few weeks ago. It is hugely important that when the perpetrators of this crime are arrested, they can be sent to prison.\u201d<\/p>\n<p class=\"dcr-1s160rg\">\u201cWe are building prisons, but it takes time \u2013 seven years \u2013 and in the meantime, we have got to ensure that there is good community punishment,\u201d he added.<\/p>\n<p class=\"dcr-1s160rg\">Asked how he would respond to Phillips and the victims\u2019 commissioner, Claire Waxman, calling for the government to rule out child rapists and grooming gang members from early release, Lammy said the scheme was essential.<\/p>\n<p class=\"dcr-1s160rg\">\u201cI\u2019ve heard again, in parliament \u2013 the opposition raised this \u2013 but I noted that there were absolutely no solutions as to how we deal with the immediate situation,\u201d he said.<\/p>\n<p>skip past newsletter promotionFree newsletter | Every weekday<\/p>\n<p class=\"dcr-vf9hps\">Sign up to <span>First Edition<\/span><\/p>\n<p class=\"dcr-1r7my33\">Our morning email breaks down the key stories of the day, telling you what\u2019s happening and why it matters<\/p>\n<p id=\"EmailSignup-skip-link-9\" tabindex=\"0\" aria-label=\"after newsletter promotion\" role=\"note\" class=\"dcr-76akua\">after newsletter promotion<\/p>\n<p class=\"dcr-1s160rg\">Amid reports that Burnham could overturn the policy, Lammy said he had \u201cbeen in dialogue\u201d with the MP for Makerfield\u2019s team about the early-release scheme.<\/p>\n<p class=\"dcr-1s160rg\">\u201cI have known Andy Burnham and his chief of staff, James Purnell, for many, many years and of course I\u2019m in constant discussion with them,\u201d he said.<\/p>\n<p class=\"dcr-1s160rg\">Lammy\u2019s comments were made while visiting HMP Wandsworth in south-west London with Amber Rudd, a former Conservative home secretary who was recently appointed to lead a review into tackling drugs, violence and organised crime in prisons.<\/p>\n<p class=\"dcr-1s160rg\">The inquiry\u2019s focus will be on finding policies that can garner cross-party support aimed at \u201cthe medium to long term\u201d because of concerns that there has been a lack of strategic planning, Rudd said in her first interview since taking up the role.<\/p>\n<p class=\"dcr-1s160rg\">\u201cIf there is a change of government, there will hopefully be an opportunity for somebody to say: \u2018Let\u2019s get on with that plan.\u2019 I want to have a kind of roadmap to a prison system that will be a better outcome for what we\u2019ve asked prisons to do \u2013 keep the public safe, keep the prisoners locked up, and look after the public\u2019s purse.\u201d<\/p>\n<p class=\"dcr-1s160rg\">Rudd added that she planned to draw inspiration from prison systems from across the world including Spain\u2019s, which has emphasised rehabilitation.<\/p>\n<p class=\"dcr-1s160rg\">\u201cI want to look at Scandinavia and I want to look at Spain, where they\u2019ve done a lot with new prisons.
