{"id":48711,"date":"2026-04-24T13:15:16","date_gmt":"2026-04-24T13:15:16","guid":{"rendered":"https:\/\/naijaglobalnews.org\/?p=48711"},"modified":"2026-04-24T13:15:16","modified_gmt":"2026-04-24T13:15:16","slug":"us-gambling-addiction-is-out-of-control-as-betting-markets-boom-policy-expert-warns-gambling","status":"publish","type":"post","link":"https:\/\/naijaglobalnews.org\/?p=48711","title":{"rendered":"US gambling addiction is \u2018out of control\u2019 as betting markets boom, policy expert warns | Gambling"},"content":{"rendered":"<p>\n<\/p>\n<p class=\"dcr-130mj7b\">Gambling addiction is spiraling \u201cout of control\u201d in the US, a leading campaigner for stricter guardrails has warned, as experts from around the world are set to gather in Boston to push for more regulation of the industry.<\/p>\n<p class=\"dcr-130mj7b\">The rapid expansion of online gambling, prediction markets and sports betting platforms, \u201cdemands a public health response\u201d, according to Harry Levant, director of gambling policy at the Public Health Advocacy Institute (PHAI), urging policymakers to intervene.<\/p>\n<p class=\"dcr-130mj7b\">\u201cYou regulate the distribution, the speed, the type, the access to the product, because the product is what\u2019s dangerous,\u201d he said, calling for gambling to be treated like alcohol or tobacco. \u201cThe problem is the product, not the people,\u201d said Levant. \u201cWe have a crisis here.\u201d<\/p>\n<p class=\"dcr-130mj7b\">The warning comes as experts from around the world are set to gather in Boston today to push for more regulation of the industry. The conference has been organized by PHAI, a US-based non-profit led by Richard Daynard, who led litigation against big tobacco in the 1980s.<\/p>\n<p class=\"dcr-130mj7b\">In an interview with the Guardian, Levant argued that issues sparked by the rapid proliferation of gambling are growing. \u201cWe\u2019re seeing the evidence everywhere,\u201d he said. \u201cThe harm that is taking place to people, young men, families, people of all ages, it is simply out of control.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Friday\u2019s event will bring together scholars, researchers, public health professionals and policymakers to discuss the surge in online gambling since the US supreme court lifted the federal sports betting ban in 2018, how it has hit public health and pathways to \u201cmeaningful\u201d reform.<\/p>\n<p class=\"dcr-130mj7b\">\u201cWe firmly believe gambling should be regulated like any other addictive product,\u201d said Mark Gottlieb, executive director of PHAI<strong>.<\/strong><\/p>\n<p class=\"dcr-130mj7b\">Sports betting has been legalized in 39 states and Washington DC since the landmark 2018 supreme court ruling.<\/p>\n<p class=\"dcr-130mj7b\">Prediction market platforms \u2013 where users can bet on everything fromaward winners and war developments, to what someone might wear, or what an artist will sing on stage \u2013 have meanwhile surged in popularity in the last few years, with more than $1bn traded on Kalshi during Super Bowl Sunday alone.<\/p>\n<p class=\"dcr-130mj7b\">Prediction market platforms contend that they are not gambling platforms, but rather financial trading platforms. Critics argue they are gambling under another name.<\/p>\n<h2 id=\"a-public-health-crisis\" class=\"dcr-12ibh7f\">\u2018A public health crisis\u2019<\/h2>\n<p class=\"dcr-130mj7b\">As prediction market platforms classify their offerings as \u201cevent derivatives\u201d, however, they are placed \u2013 unlike traditional sports books or casinos \u2013 under federal commodities regulation by the Commodity Futures Trading Commission (CFTC)<strong>,<\/strong> rather than state gaming authorities. As a result, they are accessible across the country to users 18 and older.<\/p>\n<p class=\"dcr-130mj7b\">But as more Americans<strong> <\/strong>wager on sports, stocks and events, public concern around the expansion of online gambling appears to be growing as clinicians and advocate for greater support and regulation warn of increased addiction levels. An Ipsos poll from November also found that about 40% of Americans said that they would support the federal government \u201cdoing more to regulate sports betting.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Levant believes the US is at a critical juncture. \u201cThere\u2019s a need to demonstrate \u2013 both to the people of America, and the political leaders in America \u2013 that there is a problem,\u201d he said. \u201cAnd we know what the cause of the problem is: the cause of the problem is the unregulated nature of a dangerously and effectively<strong> <\/strong>designed online gambling product.<\/p>\n<p class=\"dcr-130mj7b\">\u201cOnce you know what the problem is, seems to me, you have a binary choice. You maintain the status quo and accept a harm, or you go back to honoring that vow to try and do something about it.\u201d<\/p>\n<p class=\"dcr-130mj7b\">The PHAI conference is designed to \u201cbring to the United States the true experts\u201d on gambling and public health \u201cnot only from this country, but from around the world\u201d, Levant said.<strong> <\/strong>Speakers include Charles Livingstone, an associate professor at Monash University\u2019s school of public health and preventive medicine in Australia, and Dr Matt Gaskell, the clinical lead and consultant psychologist at the UK\u2019s National Health Service (NHS) Northern Gambling Service. US speakers include<strong> <\/strong>Richard Blumenthal, a Democratic senator of Connecticut, and Paul Tonko, a New York congressman, who have pushed for a legislative crackdown.<\/p>\n<p class=\"dcr-130mj7b\">\u201cThis is not an anti-gambling conference,\u201d Levant said. \u201cThis is a pro-public health symposium with real solutions.\u201d<\/p>\n<p class=\"dcr-130mj7b\">On both the federal level and in numerous states, legislation has been introduced to regulate online gambling. One of the bills that will be talked about on Friday is the Safe Bet Act, introduced in Congress by Tonko and Blumenthal, which seeks to establish \u201cminimum federal standards\u201d for legal sports betting and seeks to impose limits on marketing, introduce affordability checks and restrictions on apps using artificial intelligence to track players and create bets.<\/p>\n<p class=\"dcr-130mj7b\">Prediction market platforms \u201csort of amplify the need for a public health approach\u201d, said Levant, who noted they make betting \u201ceven more readily available by reaching down to people as young as 18\u201d, whereas in most states that have legalized sports betting you have to be at least 21. Such platforms are \u201cbroadening the scope of what can be gambled on in a micro way\u201d, he argued, and contributing to the \u201cnormalization process that is at the heart of the public health crisis\u201d around online gambling.<\/p>\n<p class=\"dcr-130mj7b\">Levant\u2019s perspective is shaped by personal experience.
