The rules mark a big shift in economic thinking from Brussels, long a bastion of open markets.<\/p>\n<p class=\"dcr-130mj7b\">But after internal disputes, EU officials left the door open to including countries with close economic ties to the bloc, such as the UK, if there is reciprocal market access.<\/p>\n<p class=\"dcr-130mj7b\">St\u00e9phane S\u00e9journ\u00e9, the European Commission vice-president in charge of industry, described the act as \u201ca change in doctrine\u201d that would have been \u201cunthinkable even just a few months ago\u201d.<\/p>\n<p class=\"dcr-130mj7b\">Alluding to the turmoil in the Middle East that has sent energy prices soaring, S\u00e9journ\u00e9, a former French foreign minister, said events in Iran underscored the need for a plan to shore up European industry. \u201cWithout a strong industrial base, without a European social model, we won\u2019t have any climate transition and we won\u2019t have strategic autonomy,\u201d he said.<\/p>\n<p class=\"dcr-130mj7b\">Inspired by French government ideas, the plan is a response to intense competition from Beijing that has has lost Europe its once thriving solar panel industry to China. S\u00e9journ\u00e9 said: \u201cIf we do nothing then it\u2019s quite clear that very soon 100% of tech technology will be produced in China.\u201d<\/p>\n<p class=\"dcr-130mj7b\">EU officials suggested the UK and Japan could be counted as domestic producers when it comes to procurement of electric vehicles, because their markets are open.<\/p>\n<p><span class=\"dcr-1inf02i\"><\/span><span class=\"dcr-1qvd3m6\">Speaking at a press conference in Brussels, EU Commission vice-president St\u00e9phane S\u00e9journ\u00e9 said the Industrial Accelerator Act was \u2018a change in doctrine \u2026 unthinkable just a few months ago\u2019<\/span> Photograph: Olivier Matthys\/EPA<\/p>\n<p class=\"dcr-130mj7b\">In contrast, countries with more closed markets such as the US and India would be likely to face restrictions. S\u00e9journ\u00e9 declined to specify \u201cwho\u2019s in, who\u2019s out\u201d, while promising a \u201creciprocity assessment\u201d of the EU\u2019s trading partners in the coming months.<\/p>\n<p class=\"dcr-130mj7b\">It was quite possible, he added, that European cement and steel industries would be \u201coffshored completely\u201d in the next few years without action.<\/p>\n<p class=\"dcr-130mj7b\">EU officials said that today about 50% of batteries and 94% of solar photovoltaic modules and cells used in the EU are imported from China.<\/p>\n<p class=\"dcr-130mj7b\">The plan seeks to reverse Europe\u2019s industrial decline, setting a target that manufacturing will represent 20% of Europe\u2019s GDP by 2035, up from 14.3% in 2024.<\/p>\n<p class=\"dcr-130mj7b\">To reach this goal, local and national authorities would be required to meet \u201cMade in the EU\u201d content targets when spending public money or designing subsidy programmes for goods in \u201cstrategic sectors\u201d including green tech and cars. For instance, at least 70% of components of electric cars \u2013 excluding the battery \u2013 would need to be made in the EU, when bought by governments or benefiting from public funds.<\/p>\n<p class=\"dcr-130mj7b\">Authorities would also face requirements to buy more expensive low-carbon steel, aluminium and cement.<\/p>\n<p class=\"dcr-130mj7b\">Foreign firms investing in the EU in important sectors will also have to guarantee to create jobs in the bloc \u2013 an attempt to mirror Chinese requirements. For example, a foreign firm making an investment of \u20ac100m or more in clean tech would have to ensure at least 50% of jobs go to EU workers, as well as meeting other conditions on ownership, innovation and research.<\/p>\n<p class=\"dcr-130mj7b\">The commission believes the plan could create and preserve 150,000 jobs in the clean tech and low-carbon sectors.<\/p>\n<p class=\"dcr-130mj7b\">The plans have prompted alarm among trading partners, including the UK, Japan and Turkey. The UK business secretary, Peter Kyle, urged the EU to stop \u201cputting up barriers\u201d during a visit to Brussels last week.<\/p>\n<p class=\"dcr-130mj7b\">The draft regulation states that countries with an agreement creating a free-trade area or customs union with the EU would be considered as local. That implies countries in the European Economic Area, such as Norway and Iceland, and also Turkey, which has a customs union with the EU.<\/p>\n<p class=\"dcr-130mj7b\">The same openness could apply to 21 countries that have signed a WTO agreement on government procurement, including the UK and Canada.<\/p>\n<p class=\"dcr-130mj7b\">The plans were broadly welcomed by the co-leader of Green MEPs, Bas Eickhout. \u201cEurope needs to leave behind a bit the naivety that we had,\u201d he told reporters ahead of the final publication. \u201cThere is no global open market. Look at the US, look at China, look at all the big players; they are all doing industrial policies.
