Accompanying a video of the dog was a remark from the police that \u201cinventiveness can never become an alibi for incivility\u201d.<\/p>\n<p class=\"dcr-130mj7b\">The footage shows a small dog trotting along Via Pulacara in Catania\u2019s San Giorgio district with a bag of rubbish in its mouth before dropping it neatly at the roadside.<\/p>\n<p class=\"dcr-130mj7b\">\u201cThe environmental unit of Catania\u2019s municipal police,\u201d a statement posted on the Facebook page reads, \u201chas released two videos recorded by surveillance cameras in which a dog is seen depositing a bag of waste in the street.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Authorities said the scene left little room for doubt: the animal had been trained to spare its owner from being filmed dumping rubbish illegally. The behaviour was \u201cas cunning as it is doubly wrong\u201d \u2013 polluting the city while attempting to sidestep the rules by exploiting an unwitting pet. \u201cRespect for urban decorum and the environment is a duty for all.\u201d<\/p>\n<p class=\"dcr-130mj7b\">The man has reportedly been identified and fined.<\/p>\n<p class=\"dcr-130mj7b\">Illegal dumping is a persistent problem in Italy, particularly in the south, carrying significant environmental and economic costs. In 2023, more than 9,300 waste-related offences were recorded \u2013 a 66% increase on the previous year.<\/p>\n<p class=\"dcr-130mj7b\">In response, municipalities are increasingly deploying surveillance cameras, wildlife-style \u201ccamera traps\u201d and smart monitoring systems to curb fly-tipping and misuse of recycling points. The strategy, often tied to efforts to boost waste collection and urban cleanliness, relies on video evidence to impose steep penalties.<\/p>\n<p class=\"dcr-130mj7b\">In Palermo, hundreds of cameras and camera traps have been rolled out across all districts.
