More than two-thirds of all need-based grants came from eight states\u2014California, Illinois, New Jersey, New York, Pennsylvania, Texas, Virginia and Washington.<\/p>\n<p>The remaining $2.5\u00a0billion of nongrant aid included loans, loan assumptions, conditional grants, work-study and tuition waivers, with tuition waivers comprising 44\u00a0percent of nongrant aid. <\/p>\n","protected":false},"excerpt":{"rendered":"<p>Most funding from the states was in the form of grants.
