If we take Louisiana as one example: Every congressional member who is Black was elected from a V.R.A. opportunity district. We only have the diversity that we see across the South, for example, because of litigation that forced the creation of opportunity districts under the Voting Rights Act.\u201d \u201cIt is time to reach a question this court has never reached, and hold that Section 2 alone is no compelling interest for racially gerrymandering citizens like the appellees today.
