We start with German Chancellor Friedrich Merz, who has called on the EU to use frozen Russian assets to finance Ukraine\u2019s war effort.<\/p>\n<p><strong>New financial impetus:<\/strong> Writing in the Financial Times, Merz insisted the bloc must find a legal mechanism to use the assets and \u201cmake these funds available for the defence of Ukraine\u201d.<\/p>\n<p>He argued the move could unlock a \u20ac140bn loan for Kyiv and show \u201cstaying power\u201d against Russian aggression, adding that it was imperative to \u201csystematically and massively raise the costs of Russia\u2019s aggression\u201d.<\/p>\n<p><strong>Change of tune:<\/strong> In a reversal of Berlin\u2019s previous scepticism about tapping seized Russian assets, Merz said the loan should be used to fund military equipment, with EU governments deciding on procurement alongside Kyiv. Member states, including Germany, have long resisted confiscating the assets, citing financial and legal risks.<\/p>\n<p>The appeal from the leader of Europe\u2019s largest economy and Ukraine\u2019s biggest backer comes as the European Commission examines options to leverage the \u20ac194bn worth of Russian assets held at Euroclear, Belgium\u2019s central security depository.
