Anti-racism campaigners have criticised proposals to allow police to reveal the ethnicity and migration status of suspects, after a row triggered by claims police \u201ccovered up\u201d the backgrounds of two men charged in connection to the alleged rape of a child.<\/p>\n
The home secretary, Yvette Cooper, this week told the BBC she hoped the Law Commission would \u201caccelerate\u201d a review of contempt of court and that \u201cguidance needs to change\u201d about information released when a trial is pending.<\/p>\n
But the anti-racism group the Runnymede Trust \u2013 which this month claimed \u201chostile language\u201d from politicians and the media towards immigration was fuelling \u201creactionary politics\u201d \u2013 says the proposals risk framing violence against women and girls as an issue of ethnicity instead of misogyny.<\/p>\n
The Joint Council for the Welfare of Immigrants (JCWI) said the proposals would \u201cundermine\u201d justice.<\/p>\n
The debate was reignited after George Finch, the Reform UK leader of Warwickshire county council, accused police of a \u201ccover-up\u201d over the migration status of two suspects charged after the alleged rape of the child, claiming they were asylum seekers. The force strongly denies a cover-up, saying it merely acted in line with national guidance.<\/p>\n
The details of suspects before trials are routinely limited to ensure the fairness and legal safety of proceedings. But Downing Street has called for \u201ctransparency\u201d to rebuild public trust after false rumours spread after 2024\u2019s Southport murders.<\/p>\n
However, campaigners warn that politicians and media are emboldening the far right by linking migration to crime.<\/p>\n
This month, the Runnymede Trust released a report that \u2013 after analysing more than 63m words from 52,990 news articles and 317 House of Commons debates on immigration between 2019 and July 2024 \u2013 found the word most strongly associated with migrants was \u201cillegal\u201d.<\/p>\n
After Cooper\u2019s remarks that \u201cmore information should be provided \u2026 including on some of those asylum issues\u201d, Dr Shabna Begum, the chief executive of the Runnymede Trust, said: \u201cThese proposals do nothing to address the urgent issues of male sexual violence, divert attention away from women and girls and fixate on nationality and asylum status \u2013 as part of an increasingly aggressive far-right agenda.<\/p>\n
\u201cInstead of recycling age-old tropes about men of colour as inherently threatening to white British women, we should be centring victims and survivors of all backgrounds.<\/p>\n
\u201cWe all deserve better than this pantomime politics that offers us easy villains but deals with none of the wider conditions where misogyny has increased.\u201d<\/p>\n
Runnymede\u2019s recent report said there were \u201cmany\u201d examples of media \u201cstories about distressing crimes that emphasise the immigration status of the perpetrator\u201d, claiming they were used to frame asylum seekers as a potential threat to women and \u201cthe British way of life\u201d.<\/p>\n
The report also cited comments made by the former home secretary Suella Braverman, in the context of 2023\u2019s illegal migration bill, which linked people arriving on boats to \u201cheightened levels of criminality\u201d and Robert Jenrick\u2019s X post this year that spoke of \u201cimporting hundreds of thousands of people from alien cultures, who possess medieval attitudes towards women\u201d.<\/p>\n
Runnymede\u2019s report said the \u201clong-term effects\u201d of such claims would be to \u201cnormalise\u201d violence against women and girls by making it seem as if it is \u201cdetermined by ethnicity rather than the perpetuation of misogynist practices in society\u201d.<\/p>\n
Cooper described the release of information about suspects as \u201can operational decision for the police and Crown Prosecution Service on an individual case\u201d to the BBC, stressing ministers had to take care to avoid legal prejudice.<\/p>\n
But Griff Ferris, the interim director of communications at JCWI, said prior release of ethnicity and migration status would \u201cundermine what\u2019s left of justice in this country\u201d and make all communities \u201cless safe\u201d.<\/p>\n
He added: \u201cThis deeply irresponsible and dangerous proposal is guaranteed to fuel racist narratives and further embolden the far right.<\/p>\n
\u201cPolicies like this send a chilling message: that some people are inherently more \u2018suspect\u2019.\u201d<\/p>\n
