{"id":14300,"date":"2025-08-06T11:59:16","date_gmt":"2025-08-06T11:59:16","guid":{"rendered":"https:\/\/naijaglobalnews.org\/?p=14300"},"modified":"2025-08-06T11:59:16","modified_gmt":"2025-08-06T11:59:16","slug":"dismay-as-north-of-england-universities-miss-out-on-share-of-54m-talent-fund-north-of-england","status":"publish","type":"post","link":"https:\/\/naijaglobalnews.org\/?p=14300","title":{"rendered":"Dismay as north of England universities miss out on share of \u00a354m talent fund | North of England"},"content":{"rendered":"<p>\n<\/p>\n<p class=\"dcr-16w5gq9\">Ministers have been accused of undermining innovation in the north of England after five universities from the south-east were awarded \u00a310m to hire overseas talent \u2013 with none selected between Birmingham and Glasgow.<\/p>\n<p class=\"dcr-16w5gq9\">Twelve universities across Britain have been handed a share of the government\u2019s \u00a354m global talent fund, which Labour said would \u201cput rocket boosters\u201d under its innovation plans.<\/p>\n<p class=\"dcr-16w5gq9\">The money is intended to attract top international academics and was awarded to three \u201cgolden triangle\u201d universities \u2013 Oxford, Cambridge and Imperial College London \u2013 and two others from the south-east of England.<\/p>\n<p class=\"dcr-16w5gq9\">MPs and researchers said it was \u201cdeeply disappointing\u201d that no universities in the north of England were chosen, given their strong research record and the government\u2019s stated aim to rebalance the UK economy.<\/p>\n<p class=\"dcr-16w5gq9\">Chi Onwurah, the Labour chair of the Commons science, innovation and technology committee, said she was demanding an explanation from the science minister, Patrick Vallance.<\/p>\n<p class=\"dcr-16w5gq9\">She said: \u201cI\u2019m writing to Lord Vallance for further details on how the government selected the 12 institutions that will receive funding, and why no region north of Birmingham was prioritised.<\/p>\n<p class=\"dcr-16w5gq9\">\u201cThe process he set out in his response to me is neither evidence-based policy nor place-based policy, nor even policy-based evidence, but some kind of mishmash which does not stand up to scientific scrutiny.<\/p>\n<p class=\"dcr-16w5gq9\">\u201cThis funding decision seems to be at odds with the government\u2019s stated mission to boost opportunities in every part of the country, and I hope the minister will be able to provide clarity.\u201d<\/p>\n<p class=\"dcr-16w5gq9\">The global talent fund was administered by UK Research and Innovation (UKRI), an arm\u2019s-length government body.<\/p>\n<p class=\"dcr-16w5gq9\">The Northern Powerhouse Partnership, a thinktank, said the criteria for selecting the universities was \u201carbitrary and inconsistently applied\u201d and unfairly overlooked large institutions such as Manchester, Durham, and York.<\/p>\n<p class=\"dcr-16w5gq9\">It obtained UKRI\u2019s selection criteria under the Freedom of Information Act and found that seven northern universities met a key threshold of spending at least \u00a35m on international research funding. These were Manchester, Leeds, York, Newcastle, Lancaster, Sheffield and Durham.<\/p>\n<p class=\"dcr-16w5gq9\">It said many of these institutions were unfairly disadvantaged by two further criteria related to their proportion of overseas staff. Larger universities are less likely to meet the 35% quota of international staff given their size, it said, although the University of Manchester missed out by just 0.3%.<\/p>\n<p class=\"dcr-16w5gq9\">Henri Murison, the chief executive of the Northern Powerhouse Partnership, said it welcomed the principle behind the fund but it \u201cundermines innovation in the north\u201d.<\/p>\n<p class=\"dcr-16w5gq9\">\u201cThe north isn\u2019t pleading, it\u2019s simply asking not to be overlooked in favour of special treatment for nations like Wales, which, while important, are far smaller in scale,\u201d he said.<\/p>\n<p class=\"dcr-16w5gq9\">\u201cThe north remains the UK\u2019s only credible economic counterweight to London and the greater south-east. If the government is serious about delivering growth across every part of the country, it cannot allow UKRI, the intermediary between government and our world-class research councils, to stand in the way of that ambition<em>.\u201d<\/em><\/p>\n<p class=\"dcr-16w5gq9\">A government spokesperson said:<strong> <\/strong>\u201cThe \u00a354m global talent fund will help some of our leading universities and research institutions to attract top researchers and their teams to the UK.
