{"id":11700,"date":"2025-07-22T08:04:20","date_gmt":"2025-07-22T08:04:20","guid":{"rendered":"https:\/\/naijaglobalnews.org\/?p=11700"},"modified":"2025-07-22T08:04:20","modified_gmt":"2025-07-22T08:04:20","slug":"rachel-reeves-faces-gloomy-autumn-after-borrowing-overshoots-budget-deficit","status":"publish","type":"post","link":"https:\/\/naijaglobalnews.org\/?p=11700","title":{"rendered":"Rachel Reeves faces gloomy autumn after borrowing overshoots | Budget deficit"},"content":{"rendered":"<p>\n<\/p>\n<p class=\"dcr-16w5gq9\">June\u2019s public finances data, published on Tuesday, make a depressing end-of-term report card for Rachel Reeves, as MPs prepare to depart Westminster for the summer recess.<\/p>\n<p class=\"dcr-16w5gq9\">The Office for National Statistics (ONS) said public borrowing jumped to \u00a320.7bn last month \u2013 a full \u00a33.5bn higher than expected by the independent Office for Budget Responsibility (OBR).<\/p>\n<p class=\"dcr-16w5gq9\">That made it the second-highest figure for any June on record, aside from in the Covid-hit year of 2020, when the government was paying millions of workers\u2019 salaries through the furlough scheme.<\/p>\n<p class=\"dcr-16w5gq9\">The current deficit for the month, which Reeves watches closely, as her key fiscal rule aims to eliminate it in five years\u2019 time, was \u00a316.3bn \u2013 \u00a37.1bn more than the equivalent month in 2024.<\/p>\n<p class=\"dcr-16w5gq9\">The overshoot appears to have been driven not so much by a spendthrift Labour Treasury, but by higher-than-expected interest costs for government bonds, or gilts, some of which rise automatically with inflation, as measured by the traditional retail prices index (RPI).<\/p>\n<p class=\"dcr-16w5gq9\">Inflation has been climbing in recent months, hitting 4.4% on the RPI measure. The Treasury paid \u00a316.4bn in interest on gilts in June, the ONS said \u2013 almost twice the \u00a38.4bn of the same month a year ago, and \u00a32.4bn more than the OBR expected.<\/p>\n<p class=\"dcr-16w5gq9\">The news doesn\u2019t look nearly so bad when the first three months of the new financial year are taken as a whole, however \u2013 the ONS says the \u00a357.8bn of borrowing over this period is in line with what the OBR forecast in March.<\/p>\n<p class=\"dcr-16w5gq9\">That suggests, at least, that the watchdog need not start its autumn budget forecast from a baseline that has already drifted way out of line with its March expectations.<\/p>\n<p class=\"dcr-16w5gq9\">But the worse-than-expected June figure underlines how delicate the chancellor\u2019s situation remains, with headroom of just \u00a39.9bn at the end of the five-year forecast period, according to the OBR \u2013 some of which has already been eaten up by the reversal of the \u00a35bn disability benefits cuts, and the \u00a31.25bn cost of restoring the winter fuel allowance to most pensioners.<\/p>\n<p class=\"dcr-16w5gq9\">Potentially much larger than that is the impact of the OBR\u2019s summer forecast \u201cstocktake\u201d, which will revisit its economic modelling and could result in significant revisions, perhaps of \u00a310bn or even \u00a320bn according to some forecasters, which Reeves will then have to contend with in the autumn.<\/p>\n<p>skip past newsletter promotion<\/p>\n<p class=\"dcr-rsfwa\">Sign up to <span>Business Today<\/span><\/p>\n<p class=\"dcr-1xjndtj\">Get set for the working day \u2013 we&#8217;ll point you to all the business news and analysis you need every morning<\/p>\n<p><span class=\"dcr-1eusqlu\"><strong>Privacy Notice: <\/strong>Newsletters may contain info about charities, online ads, and content funded by outside parties.
